Dr. Julio Peguero

A board-certified oncologist and healthcare executive with a record of founding, leading, and scaling high-performance clinical and research organizations across multiple markets. Over his career, he has established and overseen the growth of several healthcare and oncology-focused companies, guiding their strategic direction, operational maturation, and international expansion. He currently serves as President and Executive Chairman of Pratia P1 Oncology, overseeing global Phase I strategy and early-phase oncology capabilities, and as General Partner of the Independent P1 Investment Fund, where he provides clinical, strategic, and governance leadership for research-driven healthcare investments. As Founder and Executive Chairman of HERA, Dr. Peguero provides enterprise-wide leadership, setting the firm’s strategic agenda, overseeing investment priorities, and shaping long-term partnerships across healthcare, energy, real estate, and alternative businesses.

Kelly Garcia serves as Chief of Staff at HERA, working closely with the President and Executive Chairman to support enterprise strategy, operations, and governance. Her work focuses on identifying operational gaps, building scalable systems, and advancing complex initiatives, enabling leadership to remain focused on long-term strategy with clear accountability and follow-through.
